CCT groans under 1,037 unresolved cases

The Code of Conduct Tribunal (CCT) has raised the alarm over 1,037 cases that remained unresolved for between five and 10 years, blaming inadequate funding, irregular referral of cases by the Code of Conduct Bureau (CCB) and lack of basic operational facilities.

The tribunal said its ability to fight corruption was being hampered by the constraints, disclosing that only six cases were referred to it by the CCB between December 2025 and May 2026.

Acting Director of Litigation, Yahaya Laraski, disclosed this while responding to questions from Daily Sun on the activities of the tribunal in the last six months.

Laraski explained that the CCT does not initiate cases and is entirely dependent on matters referred to it by the CCB for adjudication.

On the tribunal’s financial situation, he said even its approximately N2 billion budget was hardly fully funded.

“There is gross inadequacy of funding because we hardly get the N2 billion budget funded by the government. We don’t have even housing and motor vehicles for our chairman, talk less of many directors that do not have official vehicles,” he said.

Laraski said the tribunal also required furniture, Information and Communication Technology (ICT) equipment and increased funding for capacity building to function effectively.

He, however, said the current leadership, headed by CCT Chairman, Mainasara Kogo, had introduced measures to accelerate the handling of new cases despite the constraints.

According to him, cases are now being heard within one week of filing, while the tribunal has granted orders freezing bank accounts and temporarily forfeiting assets belonging to individuals and companies in matters brought before it.

“As of July 10, 2026, when the tribunal embarked on annual vacation, there is no unattended case pending from the bureau in the record of the tribunal,” Laraski said.

He explained that the 1,037 unresolved cases were inherited by the present leadership, having remained without adjudication for between five and 10 years under previous administrations.

Laraski also disclosed that moves were underway to expand the tribunal’s mandate and transform it into a full-fledged National Anti-Corruption Court with seven judicial divisions across the country.

He said Kogo was engaging the National Assembly, Attorney-General of the Federation and Secretary to the Government of the Federation on an Executive Bill that would enable the proposed court to handle corruption-related cases.

“The new leadership has repositioned the status of the chairman to that of the Chief Judge of the Federal High Court and that of members to judges of the Federal High Court,” he said.

Laraski added that seven departments had been created in addition to the tribunal’s existing three, while outstanding staff promotions had been implemented and 13 new allowances introduced.
